Review Comment:
   > It is really strange to me to try and use the RowSelection API inside a
ArrowPredicate whose external API is in terms of BooleanArray (because then we
have to turn the result back to BooleanArray, to turn it right back into a
RowSeelction...)
   > Is the idea to avoid evaluating expensive subsequent filters when the
first filter in a fused filter was selective? I wonder if we should look into
doing this without RowSelection if possible 🤔

I started with only use `BooleanArray`, but profiling
(https://github.com/apache/arrow-rs/issues/10926#issuecomment-5527179934)
showed that selectors work better when the surviving rows are grouped together.
Even with #10968, using only `BooleanArray` was still about 15% slower on
clustered data with four filters that each keep roughly half the rows(this case
is not optimizer by #10968, the #10968 optimizer need the outer selection >
75%).

but i agree use `RowSelection` inside a `ArrowPredicate` is really strange.
