### Rationale for this change GH-50256 changed how extra jobs are triggered but it dropped the push-to-main case. Before GH-50256, extra jobs were run on pushes to main when related files were changed. Since GH-50256, they are never run on pushes to main. This restores that behavior: extra jobs are run again on pushes to main when related files are changed. This also restores pushing Docker images, because they are only pushed from jobs run on pushes to main. This fixes the apache/arrow-java nightly failures caused by the outdated cpp-jni image. This also avoids needless Docker image rebuilds on our CI. ### What changes are included in this PR? Add a missing condition whether this is a push to main on apache/arrow. ### Are these changes tested? No. We need to test this by merging this to main. ### Are there any user-facing changes?
