### Rationale for this change Bumps `org.apache.derby:derby` from 10.15.2.0 to 10.16.1.1 in `/flight/flight-sql`. Derby 10.17+ requires Java 21+, which is incompatible with Arrow Java's Java 17 baseline. Derby 10.16.1.1 is the highest version that supports Java 17. This PR also updates the expected Derby version string in `TestFlightSql.java` to match Derby 10.16.1.1. ### What changes are included in this PR? * Bump `org.apache.derby:derby` from 10.15.2.0 to 10.16.1.1 in `flight/flight-sql/pom.xml`. * Update expected version strings in `TestFlightSql.java` to `10.16.1.1 - (1901046)`. ### Are these changes tested?
