Closing this out. The slow path was the AWS SDK's region lookup (it tries the EC2 metadata endpoint, which times out slowly off EC2) and the fix on the user side is to set the region, either with `?region=` in the URI, via `AWS_DEFAULT_REGION`, or in `~/.aws/config`. The separate problem of the error being swallowed was fixed in #36726.
