   Supersedes #456

Pythonnet 3.2.0 changed some internal types (`ModuleObject.cache` and
`ModuleObject.allNames`) so they're no longer serializable, which broke
serialization of the runtime state on shutdown (in `RuntimeData.Stash`). We
don't need this runtime serialization, so I've disabled it by overriding the
formatter type.

Just removing the `EnableUnsafeBinaryFormatterSerialization` is actually
enough to fix this, as PythonNet now falls back to a no-op formatter if this is
disabled. But I think it makes sense to explicitly opt-out.
