Linux ODBC: I've raised https://github.com/apache/arrow/issues/54645 for the Linux failure in `StatementTest/1.TestChangingAppRowDescriptorRebindsColumns`. The `GRPC_CALL_ERROR_TOO_MANY_OPERATIONS` errors appear because the failing test is rerun, and more test runs cause more GRPC calls to be produced. Once the `TestChangingAppRowDescriptorRebindsColumns` failure is fixed, the Linux ODBC workflow should pass. If not, we can investigate further. macOS ODBC: The universal macOS PKG CIs are skipped due to failures in the ARM64, and macOS-related failures are in ARM64 with the same root cause. At first glance, it seems to be introduced by brew upgrading OpenSSL from 3 to 4 and bundled gRPC v1.76.0 doesn't compile with OpenSSL 4 yet.
