taking liberty to pin some actions to ubuntu 24, since there is an ongoing rollout of moving ubuntu-latest to new ubuntu 26 which breaks dev rat check + integration tests (due to no python 3.8, as well as a java issue) pinning back to ubuntu24 as its easier since it already worked -- This is an automated message from the Apache Git Service.
