N/A # Rationale for this change `ZSTDCodec::new` creates a zstd compression context and a decompression context, but a lot of users need only one of them: writers only compress, and readers only decompress. This can be a significant overhead for wide tables. # What changes are included in this PR? Both the compressor and the decompressor are created lazily on first use. Arrow IPC already use this approach. # Are these changes tested? This is not an observable change, so it's covered by existing tests. # Are there any significant user-facing changes?
