mikamikasuki opened a new pull request, #55243:
URL: https://github.com/apache/arrow/pull/55243

   ### Rationale for this change

Fixes #55112. Installing libarrow on Debian trixie leaves its OpenTelemetry
shared libraries unresolved unless users manually install opentelemetry-cpp.

   ### What changes are included in this PR?

Add opentelemetry-cpp as a conditional runtime dependency for Debian and
Ubuntu targets that build against system OpenTelemetry. Targets that disable
system OpenTelemetry do not gain this dependency.

   ### Are these changes tested?

   - ruby
dev/tasks/linux-packages/apache-arrow/test/test_debian_runtime_dependencies.rb
(2 runs, 18 assertions)
   - Reproduced on Debian trixie: ldd reported nine missing OpenTelemetry
libraries after installing libarrow2600. Installing opentelemetry-cpp made all
dynamic dependencies resolve.
   - git diff --check

   ### Are there any user-facing changes?

APT installs the required OpenTelemetry runtime libraries with libarrow, so
consumers no longer need a separate manual install.

**This PR contains a "Critical Fix."** Without the runtime package,
consumers cannot load libarrow because required OpenTelemetry shared libraries
are missing.

   ### Was AI used for this PR?

In accordance to the [AI generation
guidelines](https://arrow.apache.org/docs/dev/developers/overview.html#ai-generated-code),
please disclose below whether and how AI was used in this PR.

**PR code and description written by:**

   - [x] AI

   **Reviewed before submission by:**

   - [ ] Not reviewed

AI assistance was used to investigate the missing runtime dependency, draft
the package metadata change and regression test, and write this description.
The generated changes were reviewed before submission. The issue was reproduced
on Debian trixie, and installing opentelemetry-cpp resolved the missing shared
libraries.
