URL: https://github.com/apache/arrow-rs/pull/11912

   # Which issue does this PR close?

   Closes #11900.

   # Rationale for this change

Fallible APIs should return allocation and capacity errors instead of
panicking through infallible MutableBuffer helpers.

   # What changes are included in this PR?

Uses fallible MutableBuffer construction and growth throughout array
transforms, row decoding, selection kernels, and string kernels. Checked size
calculations now return ArrowError::MemoryError, and the fallible OffsetBuffer
and NullBuffer constructors surface allocation failures through their existing
error type.

   # Are these changes tested?

Added overflow coverage for OffsetBuffer and MutableArrayData. The affected
Arrow crate tests pass in debug mode, and the new overflow tests also pass in
release mode.

   # Are there any user-facing changes?

Allocation failures in the affected fallible APIs now return errors instead
of panicking.
