Thanks @etseidl. I merged main into the branch (947b3e9) rather than rebasing, so the history stays as it was. Now that #11741 is in, this PR is just ArrowSbbf on top of the shared visitors. The writer only gains the small hooks ArrowSbbf needs: an unsupported hook on the visitor traits, Decimal32 in visit_i64, and sign extension in visit_decimal. Parquet tests and clippy pass locally.
