Good question! I think some more established maintainers often keep things open that they intend to come back to, and this isn't causing problems as far as I can tell. Maybe we keep the scope limited to the smaller subset (issues labelled good first issue etc), or if we wanted to go broader, we could apply it to anyone who isn't a committer or collaborator? -- This is an automated message from the Apache Git Service.
