   Well, the docs for `.asf.yaml` 
(https://cwiki.apache.org/confluence/display/INFRA/Git+-+.asf.yaml+features#Git.asf.yamlfeatures-Specifyingasub-directorytopublishto)
 say you can use a subdirectory but it's not clear to me if that means that all 
repositories hosting on the same project need to use subdirectories or if one 
repository is allowed to be the "root" repository and the others are 
subdirectories inside of that.
