Review comment:
       Thanks. I'll try to mimic the buffer ledger implementation although I'm 
not sure how to handle the first retain yet.
   
   @zhztheplayer can you please have a quick look at the OrcReferenceManager 
implementation to see if a ticket needs to be opened for a fix there.
