Both the Java and Python allow progress reporting on the ReadSession's that are created. However, they do not currently support progress reporting on a per stream basis. Add support for the same to allow for better work rebalancing decisions by the runner. Imported from Jira [BEAM-12990](https://issues.apache.org/jira/browse/BEAM-12990).
