Right now, we're doing a null/length check on `<issue>.assignee` to see if
an issue is assigned, but the expected payload is:
```
{
assignee: {object} (possibly null)
assignees: {list of objects} (never null)
}
```
We can simplify/correct this by doing a single length check on
`<issue>.assignees.length`
