Review Comment:
   Could we add a TODO (and corresponding issue) to rename these to more 
reasonable GitHub things? The gh pr bot infra this is referencing is a Jenkins 
concept not a GHA one. I think leaving as is for the moment makes sense because 
it will be easier to revert incrementally if needed.
