The current implementation of MonotonicWatermarkEstimator raises an exception with late messages, which makes the watermark estimator barely usable in real world scenarios (a late message should not cause a DoFn to raise an exception). This PR fixes #20041 by making this watermark estimator work like [its Java SDK equivalent (`WatermarkEstimators.MonotonicallyIncreasing`)](https://github.com/apache/beam/blob/243128a8fc52798e1b58b0cf1a271d95ee7aa241/sdks/java/core/src/main/java/org/apache/beam/sdk/transforms/splittabledofn/WatermarkEstimators.java#L120-L127).
