This PR contains the implementation of the XGBoost model handler. The model
handler supports input data in the form of a Numpy array, Pandas dataframe,
Datatable dataframe and a SciPy matrix. The PR also contains tests and an
example.
TODOs:
- [ ] If the code is approved, the input and output files for the
integration tests should be moved to the proper location on GCS

approved
