### What needs to happen? Some of the GCP dependencies mentioned at https://github.com/apache/beam/blob/af2a86139cf10235a17ed8dbf2cf88deea9a72be/sdks/python/setup.py#L295 are old and need an update to major version. Major versions have breaking changes.
