Adding HasProgress and implementing a naive progress tracker at BoundedSourceAsSDFRestrictionTracker. This is currently causing slowness on Dataflow Worker. That wrapper doesn't implement it and 0 is implied, so autoscaling and splitting doesn't work as expected.
