This updates the release guide in a couple of major ways:
- Fixes the process, which incorrectly combined the process of stabilizing
the release branch with building an RC
- Clarifies what is done by GitHub Actions and what is done by scripts
- Eliminates some of the excessive verbosity about how to do things that
script do (just read the script)
