## Description
This PR introduces a ClickHouse Resource Manager for Apache Beam's
integration tests. The resource manager provides an abstraction for managing
ClickHouse test instances, simplifying setup and teardown processes for
integration tests.

## Tests
I added both integration and unit tests to ensure the reliability of the
ClickHouse resource manager feature. The integration tests verify end-to-end
functionality by inserting and querying data in a real ClickHouse instance,
while the unit tests validate individual methods and edge cases. Additionally,
I wrote unit tests for the utility class to ensure correctness and consistency
in its helper functions.
