I've reverted the change in PR #35534. It seems we need to configure Google Cloud SDK config for this workflow, and I still haven't determined why it couldn't access the `ALLOYDB_PASSWORD` environment variable. I've skipped the Google Cloud SQL tests that require `ALLOYDB_PASSWORD`, following a pattern used elsewhere in the codebase when this variable isn't available. These tests will run in the Python postcommits workflow anyway where `ALLOYDB_PASSWORD` is available -- This is an automated message from the Apache Git Service.
