[PR] [DO NOT MERGE] Prototype Vertex MultiModal embedding handler [beam]

   Prototype embedding handler support for Vertex AI multi-modal embeddings 
(full image/video/contextual string support.) Establishes the use of 
dataclasses as convention for passing in paired inputs for each medium, will 
need to evaluate how realistic that is for an end user to build in their 
pipeline before moving forward. Also currently lacks testing for the 
multi-modal embedding handler base class, largely because of the flux around 
input types.
