Ensures 'refreshCond.Broadcast()' is fully synchronized with its mutex lock
'refreshCond.L' during pipeline termination and processing-time timer
scheduling ('wakeUpAt').
This avoids race conditions causing lost wake-up signals and indefinite test
hangs.
