1) Change the sample period defaults to 2 min, since the previous 1 second default was to short to register a service outage: a 5 second delay wiped out the time horizon over which failed requests were collected, and the throttling never kicked in. 2) Change Python's AdaptiveThrottler to check whether to throttle only once per attempt, as the Java ReactiveThrottler does. Checking multiple times after the delay recorded another attempt for a request that was never sent, pushing the throttling probability towards 1 while the request waits, so the wait would have no upper bound. 3) Reduce attempts in the test to speed it up. -- This is an automated message from the Apache Git Service.
