DIFFBASED_ON=#13825
These can be generated using `protoc --descriptor_set_out=<FILE>
--include_imports`, and make protobuf serialization useful when in a
pre-compiled binary (like dataflow SQL).
Also make fixes to various SQL classes needed to make this happen, including:
- Removing false generic nature of ProtoDynamicMessageSchema
- Fixing cast behavior or RowMessages
- Adding a static helper to Cast
