PRs targeting release branches such as `branch-54` get no build or test CI, and merges into them do not trigger the release build. `ci.yml` only triggers on `pull_request` to `main`, and `release.yml` only on `push` to `main` (plus tags). The only workflow that runs is RAT in `dev.yml`, which has no branch filter.
