### What is the problem the feature request solves? The board needs a resolution to establish Apache Comet, and the DataFusion PMC needs a proposal to vote on. We will adapt the [proposal DataFusion used](https://docs.google.com/document/d/11WTNYS8KWScOt3ySTX39WVS6krPhUvHsuJRY9PZQx4g) when it graduated from Apache Arrow, and the resolution the board [adopted](https://www.apache.org/foundation/records/minutes/2024/board_minutes_2024_04_17.txt) for it (search for "Establish the Apache DataFusion Project"). ### Describe the potential solution Share the draft as a Google Doc for comments, then post it to [email protected] for discussion and the vote. **Resolution** - [ ] Name the PMC "Apache Comet Project" and the office "Vice President, Apache Comet" - [ ] Scope statement (#6789) - [ ] Initial PMC members and chair (#6788) - [ ] Task Apache Comet with the migration of the Apache DataFusion Comet sub-project, and discharge the Apache DataFusion Project of its responsibilities for it **Proposal** - [ ] Summary, abstract, proposal, and background, including why Comet differs from the other DataFusion sub-projects (#5184) - [ ] Current status: meritocracy, community, and alignment with other ASF projects - [ ] Project leadership: initial PMC with affiliations, chair, and initial committers (#6788) - [ ] Risk assessments: - Naming: approved in [PODLINGNAMESEARCH-255](https://issues.apache.org/jira/browse/PODLINGNAMESEARCH-255) (#5291) - Legal and IP: Comet was donated to Apache Arrow in 2024 with [IP clearance](https://incubator.apache.org/ip-clearance/arrow-datafusion-comet.html), and has been developed under ASF processes since then - Code extraction: all the code is in apache/datafusion-comet (#6789) - Orphaned products, inexperience with open source, homogeneous developers, and reliance on salaried developers - Relationships with other Apache projects: Spark, DataFusion, Arrow, Parquet, Iceberg, and Celeborn - Cryptography: DataFusion's proposal said it "does not directly support encryption".
