GitHub user LucaCappelletti94 created a discussion: On self-hosted CI

At this time we are experiencing and I suspect most of the org is experiencing
CI choking, both as the number of PRs is increasing globally (I do not think
that only my recent bug fix marathon is to blame). I believe there is an
argument to be made for self-hosting CIs, which is something I already did in
other projects.

Since I believe that:

1. This is a common issue across the Apache projects
2. Trivially solvable by picking some servers on AWS or Hetzner and setting up
[GARM](https://github.com/cloudbase/garm)
3. I hope Apache can get some compute budget from the likes of AWS for such a
use

How could we possibly proceed to try and start addressing this? Is there a
place to discuss these topics?
