**Is your feature request related to a problem or challenge? Please describe what you are trying to do.** Python 3.8 is past end of life since October: https://devguide.python.org/versions/ **Describe the solution you'd like** We can now upgrade our minimum version in both the pyproject and pyo3 code. Also worth *considering* is that I think this might allow us enable the pypy interpreter in pyo3, but that's mostly just from memory when I was looking at it before.
