I missed the reference to the secondary certs RFC... Maybe this should be
another qualifier, like
```
%{INBOUND:SECONDARY-CERT:#: ...}
```
with the # being required. We'd also need to have some sort of "counter" for
this I think (as a new condition qualifier)
