Configuring OmniAuth does not prevent standard GitLab authentication or

This is pretty unambiguous

I am working with a government agency that is forcing all authentication to 
go through smart cards. This works like a champ with the gitlab 
omniauth-saml integration.  We have also disabled "Signin enabled" in the 
admin settings, so the only way to authenticate is via SAML. 
 Unfortunately, our SAML authentication still feels a little rough.  Users 
cannot be created with SAML authentication enabled via the UI and users can 
disable their SAML authentication -- the former required a trigger to add 
an identify record after creating users and the later locks users out.

Is there any interest is extending omniauth authentication strategies to be 
a replacement for "standard" or ldap authentication instead of just an add 
on?
