You have to change the following in  /etc/gitlab/gitlab.rb

Connection and RDS endpoint details at "GitLab database settings"
to disable the local and builtin postgres, modify the following line.

postgresql['enable'] = false

Now reconfigure again and you will be able to use the RDS.
