After additional hours of debugging I found it out myself: The new Gitorious 3 shows only the projects in the global projects list that had activity within the last 30 days. I think I will will change something in the code around of app/models/project.rb:self.active or app/controllers/projects_controller.rb:paginated_projects to fix that for me.
