I am Mushtaq Mirani, engaged in development research and practice. I
fully agree with Adeela Khalid on the need of demand side application of
IT in poor countries including Pakistan. My observations and study on IT
application in Pakistan suggest that IT is more treated as fashion and
entertainment than a technology to use it for good governance and
development, benefiting the poor people specially.

I suggest civl society organizations in poor countries and developed
world to be more active to persuade the world community and national
governments to use IT for the poor and good governance in the
developing countries. Digital divide is not only between the south and
the north. But there is even more digital divide within the poor
countries.
