Several people have mentioned that it would be good to start a new
"Unsafe.*" hierarchy to store unsafe functions. This makes it easier to
spot (and exclude, if so desired) unsafe functions in programs. I
therefore amend the proposal to store unsafeCoerce in a module called
Unsafe.Coerce. Later proposals might want to move some of the Array and
IO operations into this new Unsafe.* hierarchy as well.
