We run configure on install because we need to tell cabal to (for example)
use the ghc-pkg that will be installed, rather than the one is used in-
place while building the other libraries and the stage2 compiler. I do
intend to look at reducing the amount of work that this second configure
run does, though.
I haven't seen it hang before. I'll see if I can reproduce it.
