Thanks for the report!
This will be worked around in the next cabal-install bugfix release
(https://github.com/haskell/cabal/commit/aa7d98f72f4a06ab2ab12defd046a21872a718d8).
You can also try to upgrade to the latest Cabal bugfix release (1.16.0.1).
Unfortunately there's nothing we can do about the Cabal that ships with
7.6.1. If there's a 7.6.2 we could ship with the fixed Cabal.
I'm closing this as the bug is fixed upstream.
