My first guess is that it is another instance of this bug:
http://hackage.haskell.org/trac/ghc/ticket/3799
You might be able to use this option:
--haddockdir=DIR installation directory for haddock
interfaces
though perhaps that flag is only in the latest version of cabal / ghc.
