ghc should not fail if HOME is not set. It certainly cannot look up
local packages then, but ghc should work without those, too.
ghc is a compiler like gcc. Does gcc need HOME?

We’ll need to see if this affects the libraries as well. If that is the
case, it can be easily fixed in haskell-devscripts.
