If you do not have right to add tickets on such a type, it is normal.
A display bug have been corrected to the 0.78.2 verison not to allow adding ticket when your are not allowed.

I tried to post it under the issues at https://forge.indepnet.net/projects/glpi/issues but cant find an option to post a new issue (may be due to permissions).
