Actually you should ignore translation of version 0.83.7 as it was
released already.

GLPI now uses Transifex translation platform [1] to coordinate
translations and language team (your team is in there). Easy stuff:
sign up if you don't have an account; join your language team; then,
translate online.

If you rather translate locally instead of online, you can use a
translation tool that supports PO files (gettext translation file
format) and download es_AR translations to translate. There are a lot
of them: POedit, Virtaal, Gtranslator, and more.

Note: 0.84 might release any minute, so I advise you to translate
version 0.84 as soon as possible. ;)
