No, it's the root of the account storage in the ldap tree, eg for me:
ou=People,dc=sv,dc=lnf,dc=it
i don't know how AD organize the data in the LDAP tree...
The administrator user and account have to be set in the other two
variable, for me:
$cfg_login['ldap']['user'] = "cn=admin,dc=sv,dc=lnf,dc=it";
$cfg_login['ldap']['pass'] = "secret";
