Yes you must to use the UTF-8 encoding.

The best way to translate GLPI is to use the online translation application.
It will be easier for us to integrate your translation.

I'm using a 'portuguese.php' file that exists in 'dict' directory and for
the accented characters i put the correspondent UTF-8 encoding string. I'm
doing it right? Because in some dropdown menus list some translated
strings does not appear the accented character.

What is the best process to make the translation?
