It seems that this is not the case for all releases. Current releases do not have the dependency. There have been releases where glusterd (from glusterfs-server) would not start in case glusterfs-geo-replication was not installed. Obviously the associated bug [1] that I filed for merging these two packages is now closed as NOTABUG, and the review request [2] for the modified .spec file has been abandoned. In case glusterd has trouble starting without geo-replication installed, a new bug will need to be filed and we'll reconsider the merging of glusterfs-server and glusterfs-geo-replication again.
