No.  Google has never claimed to release a previously used username after
any given amount of time.  I've heard stories of people getting the same
username two years later, but officially Google "never" re-uses a name.

Sorry, it's effectively gone for good now.  Unless you attempt to re-open
the deleted account.  I don't know if that's possible, but it would be the
only way I can think of.
