I was having the same problem earlier. It turns out that recently I changed my Chrome plug-in settings to "click to play" and Google Voice doesn't give you anything to click.
I resolved the problem by going to chrome://settings/contentExceptions#plugins and adding [*.]google.com to the allow list (it's probably possible to just add a narrower domain like voice.google.com or mail.google.com instead, but I haven't tried).
