I had this problem on my work PC for quite a while and decided to do a new clean install of FF (v19). To my surprise it wouldn't solve the issue with Gmarks. Again I went through all the hints and tricks but it wouldn't work. While trying all the recommended settings I noticed the FF would not keep the changes I did in regards of accepting third party cookies. As soon as I closed the privacy settings window it would undo all my changes and NOT allow third party cookies. Incidentially I found out that I HAVE to check the "Clear history when firefox closes" option (you might uncheck all the corresponding options under "Settings") in order to make FF keep the custom privacy settings, specificially accepting thir party cookies, which is crucial for Gmarks.
I am not sure about the "why" but it worked for me and Gmarks would eventually work again!
